Can I Do This With An iPhone/iPhones?

So, can I Just have at&t switch them so I have the cracked 3G or will I have to pay a little more per month if im on a 3G, im paying about 30$ now. Or if it doesn’t cost more can i just do it using my computer? Right now her 3G is unactivated and has “Has No Sim Card” < as the phone says. So.......?

and no you dont have to pay if you already have the phone
